Transportation and Export Report: Jay O’Neil, O’Neil Commodity Consulting:  It was another quiet week in Dry-Bulk markets, which means that rates softened a little. Quiet markets are not bullish. For the week, markets mostly gave back last week’s gains. Vessel owners desperately want, and need, rates to improve. Some ocean freight publications are predicting that Dry-Bulk rates have to double in price over the next six months, but markets are just not finding enough reason to run up quickly and a doubling of rates is mostly likely wishful thinking.
