Stella Qian was promoted to the U.S. Grains Council’s (USGC’s) director of global programs administration role, effective Jan. 16, 2024.
Qian will oversee the execution, implementation and post evaluation of all Unified Export Strategy (UES) activities and projects carried out globally. This position is responsible for overseeing global programs in Asia and the Western Hemisphere including program planning, implementation and evaluation, program administration and communications while ensuring operations follow USDA/FAS regulations.
During her time at the Council, Qian has held several positions, including manager of trade teams, manager of global ethanol programs and most recently senior manager of global ethanol market development.
“Stella’s experience with the ethanol and global programs departments at USGC and her educational background make her a great fit to lead the global programs department in the new structure of the director of global programs administration position. Originally from Hangzhou, China, Qian holds a master’s degree in tourism administration, event and meeting management from George Washington University and a master’s of business administration from Georgetown University’s McDonough School of Business.
