This week, the U.S. Grains Council (USGC) promoted two of its Washington, D.C., headquarters staff in the accounting department – Milla Par and Tatiana Ciobanu.
Par, who most recently served as the manager of program funding, has been promoted to the newly created position of manager of international accounting.
In this role, Par is responsible for ensuring effective financial management, compliance and handling of U.S. Department of Agriculture (USDA) funding in global accounting operations. This role is key in ensuring adherence to USDA regulations; managing USDA budgets and financial reporting; collaborating across all departments and offices and implementing best practices in financial management.
“This role is a testament to Milla’s commitment to the Council since she joined USGC as a junior accounting assistant in 2019. Her journey with us, marked by her great organizational knowledge, her eagerness to learn and her commitment to new changes that will bring efficiency and effectiveness in this role, aligns with the demands of this new role,” said Addis Tilahun, USGC director of finance.
Par holds a bachelor’s degree in accounting from the Robert H. Smith School of Business at the University of Maryland, College Park.
Additionally, Ciobanu has been promoted to the role of manager of program funding following Par’s promotion.
In this capacity, Ciobanu manages the tracking of funding and expenditure for programs such as the Market Access Program (MAP), Foreign Market Development (FMD) and Agricultural Trade Promotion (ATP) programs, ensuring compliance with Foreign Ag Service (FAS) and USGC policies. Her responsibilities include developing and maintaining a funding spend-rate database, coordinating with international offices for updates, disseminating regulatory and budgetary changes and handling various domestic accounting tasks, such as journal entries and account reconciliations.
“Since joining us in late February 2023 as accounting coordinator, Tatiana has consistently demonstrated her extensive accounting experience and ability to manage multiple tasks. Her rich experience and educational background equip her well for the responsibilities of this role,” Tilahun said.
Ciobanu holds a bachelor’s degree in accounting from the Academy of Economic Studies of Moldova and a bachelor’s degree in administrative science from the Academy of Public Administration, Chisinau, Republic of Moldova.
