The year is almost over and Congress has not completed a farm bill. It’s a bad situation for everyone in agriculture – even the U.S. Grains Council. USGC Chairman Don Fast says there’s no allocation for funding for the Market Access Program and Foreign Market Development Program – so the Council will have to use what reserves it has.
