Korea, US FTA One Year Later: Barley Sales Jump

Sales of U.S. barley and malting barley to Korea jumped significantly in 2012 thanks to implementation of the United States-Korea Free Trade Agreement (FTA) a year ago this week and to timely promotions of barley by the U.S. Grains Council and other organizations.

According to an article in Latinvex, a Latin American journal, implementations of U.S. free trade agreements (FTAs) in Latin America have caused an increase of U.S. exports to the region by 9.3 percent in 2012, lowering the U.S. trade deficit by 24.7 percent. The United States currently has two regional and three bilateral FTAs in the Latin-American region. These 11 countries represent nearly 80 percent of U.S. trade with Latin America.

More than a dozen local buyers have registered for the allocation of new duty-free tariff rate quotas of 2,500 metric tons (115,000 bushels) for this year. Some have already purchased several containers of U.S. barley for food applications.
The duty-free volumes will grow 2 percent each year with tariffs being completely phased out by 2026.

U.S.-South Korea FTA:Implementation of the free trade agreements (FTAs) continues to make progress. The U.S.-South Korea FTA entered into force on March 15. Timing was important as opposition parties continue to raise threats to oppose the agreement and achieve a majority within their parliament when elections are held in April. Timely action has averted this threat. On a related matter, the United States plans to request a renewal of discussions on the U.S. beef trade, which had been tabled by mutual agreement until the FTA went into effect.
U.S.-Colombia FTA: Progress continues in talks between the United States and Colombia on various implementation issues. The Colombian government sent to its congress a bill that would implement several obligations in the FTA, particularly related to copyrights, cross-border trade in services and intellectual property rights. After the bill is approved, it has to go to Colombia's constitutional court for a ruling on its constitutionality. Colombia must complete the bilateral labor action plan as well.

An elite U.S. Grains Council delegation was the first group to meet with key officials in Panama and Colombia since U.S. passage of the Colombia and Panama free trade agreements (FTA).
USGC Chairman Wendell Shauman, National Corn Growers Association Chairman Bart Schott, were accompanied by Council staff, Floyd Gaibler, director of trade policy, Chris Corry, director of international operations, and Kirk Shultz, regional director in Latin America.
