Building an Industry with New Standards

Taiwan's Council of Agriculture is under pressure from feed millers and poultry producers to establish national mycotoxin standards for grains and feedstuffs. At the U.S. Grains Council Taiwan office, we are working to promote U.S. standards as a benchmark in setting national quality control systems in Taiwan. We recognize that these new standards have to be adaptable to encourage producers, even at the most local level, to embrace new industry guidelines.
This month the Council's Taiwan office worked with Taiwan's COA and feed sector representatives to hold a mycotoxin standard policy meeting.

The health benefits of U.S. high-glucan barley will be showcased at the Taipei International Bakery Show as part of a joint effort by the U.S. Grains Council, the China Grain Products Research and Development Institute, Taiwan Barley Product Industry Association, Taipei Barley Association and several commercial companies.
"This display of food products featuring U.S. barley will develop regional confidence in marketing healthy barley food products," said Clover Chang, USGC director in Taiwan.
"We will also focus on educating the public about the grain's nutritional value by introducing healthy new products that will help change the general psychology surrounding barley use."
Council Works to Re-open Door for U.S. Barley Exports to Japan

U.S. barley exports to Japan have declined since 2008, when Japan imported around 400,000 metric tons (18 million bushels). However, this year the U.S. Grains Council organized a Japanese barley trade team to travel to Washington, Idaho, Montana and North Dakota to rebuild and the trade relationship between Japanese buyers and U.S. producers and suppliers.
During a farm visit in Idaho, the team learned about crop rotation practices and had the opportunity to see a new high yield feed barley variety that had been freshly harvested. The tour also included visits at Montana State University and Northern Crop Institute (NCI). These programs provided information on new food-use oriented barley, including high beta-glucan varieties already available on the market and more under development. The team was also briefed on barley food-use development in the United States.
Chinese Malting Barley Outlook

U.S. Grains Council Assistant Director in China Sam Niu reports that Chinese farmers lack interest in planting malting barley and often plant it on poorer land because production costs keep increasing and there are no government subsidies. As a result, profitability is lower for barley than for corn or wheat.
China is expected to import 2.2 million tons (101 million bushels) of malting barley this year.

“This activity will undoubtedly help increase the imports and use of U.S. wheat and barley,” Chang said.
Winners of the contest unveiled both Chinese-style and Western-style barley food products at a media conference at the Howard Plaza Hotel in Taipei, and the CGPRDI compiled a brochure of photos and recipes for the dishes which will be used to promote U.S. barley and wheat use to the media and industry representatives.
